With passive mode ON, I do get the following:

230-Welcome!
230 User ed logged in.
SYST
215 Windows_NT
PWD
257 "/Ed" is current directory.
TYPE A
200 Type set to A.
PASV
227 Entering Passive Mode (10,0,0,7,4,23).
Data Socket Error: Connection refused
List Error
