Failed to open file for write

"make sure that you have write/overwrite permisions in that dir where you are trying to upload"

The index.html is the only one that will not transfer to the server. All the rest upload just fine. If write/overwrite permissions is the problem then how do I correct this? I have full access to the server I am using just so you know. You would think that if this was the case then the other pages would not be able to upload.
