Cannot Connect to SFTP Site

i couldnt connect to that ip either.
i just ran a simple port scan to see what's available on that ip, but port 22 is closed. the only port that is open is 443, which is SSL.
Do you actually have SSH running on that server? If you do, does it have some firewall that could be blocking connections? Is that ssh server configured to allow external connections and not just from localhost?
You need to talk to the administrator of that server to figure out what's going on there.

I've discovered there may be more too it than I first thought. Another in our group has tried it and is having the same problem. His WinSCP 3.8 client works.
