Scroll oddity

OS: Windows XP Pro SP2
NAT/router: Linksys WRT54GS
SW firewall: No
Antivirus: Symantec Corp. 10
Network: Cable

I'm not sure if it's supposed to behave this way or not, but whenever I have a transfer going, if I hold onto the knob of one of the scroll bars, it will finish transferring the current file, and then will pause until I let go of the knob. Once I let go, the rest of the files in the queue will begin transferring again.
