The question is: Why can't I FXP?

# tail /var/log/xferlog

Apr 22 20:37:40 effe ftpd[872]: connection from pD9E03872.dip.t-dialin.net (217.224.112.32)
Apr 22 20:37:41 effe ftpd[872]: FTP LOGIN FROM pD9E03872.dip.t-dialin.net as skript0r

FlashFXP (tried with all recent versions) log:

STOR test
425 Can't build data connection: Connection refused.
Transfer Failed!

It doesn't get any more detailed than that.
