Default Site Operator's Response
I earlier contacted them and told them about the whole issue.
They said:

"It seems to be misconfiguration or may be FlashFXP does not support resume feature. however we have checked using CuteFTP Pro 6.0 its working fine. Resume start/stop/restart is software feature you cant relate this to webserver. "

That is why I asked you people.
Do you want me to say any particular thing to my site operators?
