in your case it's irrelevant becuase you don't get to that point. you don't even get to the point of sending your password.
this problem can be either becuase server is overloaded, or you use wrong username or, if server has those records, your ip changed and doesn't match the one assigned to your ftp account.
whatever the case is, it's server's issue and only server administrator can fix this.
there's nothing you can do.
