Here's my results
With SFTP I did not experience any problems uploading or downloading. Was there a specific error message when you tried?
With FTPS I did experience problems using passive mode (PASV); It appears that maybe a firewall on the FTP server is blocking the incoming data connections used for data transfers. (based on the PASV reply this port range starts at 2048)
With FTPS I did not experience problems using active mode (PORT); but I have the necessary ports forwarded on my router to my local machine to accept incoming connections.
The only obvious problem I can see is with your server blocking PASV mode connections.
Without seeing a session status log from CuteFTP I cannot say why it worked and FlashFXP didn't.
