where did you get PRE = message:z from? I cant see that in my conf.
Also try this if the other one didnt work
0DAY = "/0day-sections/0day" "#chan.spam" "!wipe all"

check your module list again, if you use nxtools see if that is added in modules aswell, not sure if needed or not but worth a try...
here is mine...

modules = bouncer free ftpconn ftpd help online readlogs sitecmd groups iosfv invite nxtools
