ioB - no command working

I followed the instructions exactly, and when i do SITE VERSION or any other command, it says:

Quote:

[[17:38:58] SITE VERSION
[17:38:58] 200 Command Successful.

it seems like it can't reach the exe, i have checked and rechecked all the paths.
