Bug in gadmin system, gadmin can change anyone for ratio of another group

User1 have a gadmin for GROUP1
User2 have a gadmin for GROUP2
User1 and User2 are both in the same group (GROUP1/GROUP2)
User1 give a leech account for User3 on GROUP1 but User3 is also in the GROUP2.
BUG: User2 can also change the ratio of User3 on GROUP1
it is not normal, User3 have a leech account for GROUP1, why User2 can change the ratio of User3 on GROUP1 not being gadmin of this group (GROUP1) ?
