It's possible to customize the message files yourself:

Although, it's highly unlikely that a "SITE COLOR" feature would be implemented into ioFTPD. Perhaps it may be available as a script or module in the future, but probably not the core. Darkone has mentioned numerous times he won't add unnecessary site commands.
