"failed IP requirements"

How do I modify this ?

I cant seem to add any ip's unless im the master account

I want to open it up so I can just add

for example

something@1.2.*.*

or

*@1.2.3.*


Ive searched the forums, asked in #ioFTPD and is lost with out the Knowledge base
