Default [Todo] UserIdTable only admits 1024 registries

Day back I commented a failure that had with ioFTPD when adding users, and this it is the reason of because I have that error.

The error is:

[R] site adduser test test0r *@*
[R] 500 test: Not enough storage is available to process this command.

And the problem this in the UserIdTable file, that single allows 1024 registries.
The problem is, that when you add a user, this user adds you to the UserIdTable with registry 6 for example, if your delete this user and you create another one, this user is created with registry 7.
Therefore, when beams many operations to add and to erase users and you arrive at registry 1023, from it does not let there add but usuary and it shows that error to you.

If flocks the registry of the UserIdTable 1023, then ones lets add single a user to you.

Therefore serious interesting to increase I number of registries of the UserIdTable to but of 1023 or something so that the registries are ordered, instead of skipping when flocks to one and you leave record numbers in target.
