Ftp using a proxy and no pasv

Hello i have some ftps sites that are behind a firewall and they do not allow pasv. But i use a modem to connect and then i use a proxy to download with through a satilite.. is there a way to set up flash to work through the proxy and not use pasv. I hope this makes since
