Angry site to site transfers

I am running Serv-U 4.1 and it is behind a router (D-link 604)
My server runs on XP-Pro sp2

Everything works great for the outside to work with me, but
if anyone uses FLASH FXP (2.0 build 905) and tried to do any site to site
transferrs, they will not work.
This is the exact error I get all the time.
Mind you, this is ONLY with site to site transfers,
any other aspect of the router, server and flash fxp work perfectly....


TYPE I
200 Type set to I.
PASV
227 Entering Passive Mode (192,151,52,187,174,204)
PORT 192,151,52,187,174,204
200 PORT Command successful.
STOR nohup.out
150 Opening BINARY mode data connection for nohup.out.
RETR nohup.out
425 Possible PASV port theft, cannot open data connection.
ABOR

Transfer Failed!
TYPE A
200 Type set to A.
PASV
227 Entering Passive Mode (192,151,52,187,172,0)
226 ABOR command successful.
LIST
150 Opening ASCII mode data connection for /bin/ls.
226 Transfer complete.
TYPE A
200 Type set to A.
PASV
227 Entering Passive Mode (xx,xx,xxx,xxx,11,149)

150 Opening ASCII mode data connection for /bin/ls.
226 Transfer complete.
Transfer queue completed
1 File failed to transfer


I just do NOT know what to do at this point.
I have ports 2000-2010, 21, and 20 all open
for flash fxp.

ANY help would be so greatly appreciated!

actually i don't see any ftp error messages, which happened before "TYPE A" command
