In the file transfer rules dialog (Options > File Transfer Rules) what action do you have set for On Transfer Error?
To resume the file transfer this needs to be set to resume and I suspect that perhaps its set to something else.
Are you creating the queue file externally with a custom application?
If you are then its extremely important to ensure that the file you generate is 100% complete and accurate, if the queue file is missing some fields or information or the structure isn't 100% identical problems can occur. Unfortunately the specs we posted on the forums for our queue file format is slightly out dated and does not accurately define the queue file format.
