hi can you use flash to transfer from 1 pc to another with out a website if so how and can you make only access certain folders

FlashFXP is an FTP CLIENT. it is used to connect to FTP server.
it has nothing to do with "websites".
regarding limiting access to certain folders, you'll have to consult documentation of of the server you'll be using.
