Error "426"

I am try to connect but:

(pasiv mode off)
150 Opening ASCII mode data connection for /bin/ls.
426 Data connection closed, transfer aborted.
Data Socket Error: Connection Failed


(passiv mode on)
200 Type set to A.
PASV
227 Entering Passive Mode (192,168,1,11,11,95)
Data Socket Error: Connection Failed

I dont know why !
