cannot change upload/download limits during transfer?

used to be able to change the upload/download limits any time, but of late can only change it after restarting flash each time

using build 800

to provide further details, i cannot open Preferences at all after i open it once for the life of that window. in other words, i start up flash and can set any preferences, but once i hit close/ok, i cannot open it again. so this doesn't apply only to the uploads/download limits
