Hi, Does flashfxp or any other ftp client out there support burst mode for uploading?

I am not 100% sure but I was just told by someone at my isp to avoid being capped to use an app that supports burst mode where it will upload at your normal speed but not at a constant rate. I have never heard of such an app I figured maybe someone on this forum might have heard about it or if this guy was just yanking my crank :)
