Yes, just check the public beta testers section for the latest updates. All "final" updates are uploaded to tucows.

In some cases no. Registered users get first dibs on the latest (final) releases via LiveUpdate.

We don't post every build to the public beta forum, and usually not final releases.

Tucows will have the latest public release but it is not the latest.
