What OS are you on, are you using NAT?

There is one configuration that will NEVER work. If both the server and the client are behind a firewall or nat, browsing is impossible without a proxy. One of you has to be outside. If you are outside, non-passive mode will work..if the server is outside, but you are behind a firewall or nat, you must use passive mode.

have you tried other ftp sites..like public ones?

try pasv mode.
also try "bind this ip to local ports" option and give it your inet ip

MxxCon meant the internet address your connection is allocated by your internet service provider. It can be a static or dynamic address. If you bind to that address, you should avoid having your local, and usually very bogus address used in its place.
