Update ioFTPD.exe

In ioFTPD.ini in the section titled:

[ioFTPD]
ad dthe following line:
File_Concurrent_Requests = 5 # Limit maximum concurrent reads&writes to this value

(ini change came in for 5.1.11, rest are just .exe swaps)
