thanks to the patched ioFTPD ver 4.6.2 and FTPServerTools's sitekill:

add this to ioftpd.ini
[Scheduler]
idlekick = 0,5,10,15,20,25,30,35,40,45,50,55 * * * ..\scripts\sitekill.exe idle=120 all
