you don't need 2mbit+ connection to browse ftp sites with good speed. even 56k is sufficient.
also flashfxp does have dir caching. if you take a look at status log when you CD to a cached dirs, you'll see something like

as for offline browsing, i think it's planned for the next version of flashfxp
