O.K., I un-installed it through the control panel then I went and deleted the folder and then re-installed it. Now, on my first attempt I was able to d/l files but while d/ling I tried opening a second instance of FXP and the same thing happened as before. I'm still d/ling with the first instance so I'm not sure if it to will have the same problems when I try d/ling something else.
