I think i know how to fix the problem
i have bitdefender as well and i disabled all the bitdefender services i still had the "no listing" problem but when i enabled all the 3 bitdefener services and went to the bitdefender console then disabled the
Virus shield and after that i disabled the bitdefender services and select them on manual so they don't startup next time windows starts up,
after i restarted my pc and listed an ftp again it worked
