I'm not sure to understand your request ...
If you want change FlashFXP language, you could do it if you have 2 or + language file
on the folder Language (under FlashFXP folder).
And if you have 2 or + language, you can switch language with the menu:
Options --> Language

You can find Installation Instructions here: FlashFXP Languages
