Ok after multiple email contacts with symantec we found a solution.

It seems that other programs confliced with NIS2005.

This is how I could fix it:

I understand from your message that after installing Norton Internet Security [NIS], your FTP software is not functioning properly on your system.

I apologize for the frustration that you've had to experience. In some cases this issue can occur due to conflicts between NIS and some other applications loading on your system. I suggest that you clean boot your system with Symantec startup files and services and then check for the issue. To do this, please follow the steps provided below:

1. Click Start, and then click Run. The Run dialog box appears.
2. Type msconfig and then click OK.
3. The System Configuration Utility appears. Click the Startup tab.
4. Uncheck all the entries other than the following:

- ccapp
- SNDMon

5. Click the Services tab.
6. Click Hide all Microsoft services.
7. Select any service that starts with Symantec or Norton and keep all other services unchecked.

Please make sure that the following services are checked:

- Symantec Event Manager.
- Symantec Network Proxy
- Symantec Password Validation
- Symantec Settings Manager
- ISSVC
- Norton AntiVirus Auto-Protect Service.
- SAVScan
- ScriptBlocking Service
- Symantec Network Drivers Service.
- Symantec SPBBSvc.
- Symantec Core LC.

Note: You may not find all the above items under the startup tab or services tab. If they are present, please leave them checked.

8. Click OK, and then restart the computer.
9. If the issue disappears, then this this can indicate that some other program or service is conflicting with one of the NIS.
10. At Step 4 recheck another program listed in the Startup tab and at step 7, check any service that corresponds to the program listed in the Startup tab.
Click OK, and then restart the computer.
11. Repeat these steps for each of the programs in the Startup group and the Services tab.
12. Make note of the program that was added just before the issue occurred.
13. Check whether that program is necessary. If it is not necessary, please remove it from the startup.

I did that and the issue was gone.
After that I reactivated all programs and services I needed (not all that were active before though) and it still worked.
