Big Problem. Everyone cant login

Allright. This is my problem.
A while ago i had ioFTPD runnin and it was no problem at all. But i had to wipe out my computer, beacuse there was some viruses etc.. Now, when i had ioFTPD re-installed again everyone cant login. One of them dont even find my IP. And another one gets;

[2] (19:22:24) Connecting to ***
[i] (19:22:24) Failed to binding 113 port
[2] (19:22:45) Connection Timeout(10060)

Is it maybe some shit blocking, or is it any ioFTPD settings or Windows settings? The thing is that im not behind any fw, dont have XP's fw runnin and dont use any fw-program..
Really need this, so if anyone could help me I would be very happy..

Port 113 is reserved for ident.
If you use IRC, Ftp with ident checking or anything like the port will be blocked intermittently / always depending on set-up.
113 is a BAD port to use for a server.
