[REQ] Resolve cookies in %[include] file.

I figured out a way to make custom Welcome and LogOut messages, by adding %[include] cookies to the message files, to show a custom message to any user with the right permission flag. Only trouble is, although ANSI text is still supported, the custom messages (or custom part of the message) are limited to pretty much plain text because cookies in the included files are not resolved. If they were this would be a great way to do custom messages, with many options.

Cookies inside included files are not resolved to prevent circular references.
