Speed script for ioftpd ?

Hi

Is there a speed script for ioftpd out there ?
What i meen with speed script is that it
checks every x seconds who is upping and if below set threshold,
it first announce a warning and then a kick for to low race speed.

Example:
SLOW UP - WARNING - Suspect: <user>, speed: 191.3kB/s - Next check in 10s
SLOW UP - KICK - <user> got kicked for 15 seconds, speed: 182.4kB/s
