Stop dual-leech?

Is there anyway to stop dualleeching on a sfv or in general. And at the same time have an announce in sitechan for the crime? Shame on you for dualleeching

Also, is there any good "stop-dual-nfo's-in-same-folder"-script ?

ioLimitTransfers will stop dual.
I cant remember if it announces upon someone attemptiong, however, ioBanana does that, and its a feature normally turned off very quickly as its extremely annoying. If someone leaves their computer uinattended whilst a transfer is going, their connection drops ungracefully leaving a ghost and their client tries to resume you will get the channel attrociously spammed.
