Update FTPServerTools

He guys I did a small but interesting update.
example:
TagChMod=!vfs:add 755 %[UID]:%[GID] is now also possible.
That means that if you use OnDirCreated.exe and FTPLogger.exe that the owner of the tag will be set to the uploader of the last file.
Of course you could fill in different things.
!vfs:del still works as usual (for FTPLogger and OnDirDeleted).

FTPLogger updated to 1.0.109
I added ReplyOk= and ReplyBad= lines to give a reply back. Handy for ioFTPD. The ioFTPD environment variables can be used in it as well.
OnZip= and OnRar= etc.. addeed whcih allows execution of a program after a file of such type is uploaded.
All those OnCompletionx= IgnoreFilex= etc.. are changed to multiple lines without a number.
Just a msg for ppl that want to know.
