"site new" for welcome message

Hi all, wondered around cookies.docs file to see how to do it properly but really couldnt get any sense out of it (n00b)

so my question is how can i make a welcome message modification when someone logs into site they see last 10 uploaded releases ?

i know that welcome. is located on iofpd\text\ftp\
and with modifying it, you can get it working but all these %[user] etc are really confusing me, so therefore any help would be appriciated alot
