Adds The abilty to add a user for deleteion on a certain date.

You need ioreincarnation to get this to work. It doesn't delete a user only add a flag to their account.
site timeaccount add user 2008-01-01 - would delete the user 'user' on 2008-01-01
site timeaccount list - to list all users on timer
site timeaccount del user - remove a user from timed deletetion
