There are 2 reasons why you can't find those files:
1) I haven't had the time to update the rules part of the documentation yet.
2) These are your rules. Thus, there's no reason to include them to the downloadable archive.
I don't understand your "hub story", but as long as iosharedb works, ioB2 won't have any problem with it. The scripts shouldn't have to care whether you're using a specific module or not ; they access everything transparently through the ioFTPD API.
