hey im getting a weird error in ioftpd using iob v2

POSIX ECONNREFUSED {connection refused}
couldn't open socket: connection refused
while executing
"socket $ftp(RemoteHost) $ftp(Port)"

my bnc says down also when this happens and usually a reboot of the bot will fix this , is their anyway i can keep this error from comin up again ??
