[Fixed] sysop.log on speedlimit are inverted

sysop.log messages are inverted for change speedlimit:

[15:36:41] [L] site change Mouton speedlimit 50
[15:36:41] [L] 200- Mouton (Account modified)
[15:36:41] [L] 200 Command successful.
